A memo from Colonel C. Rogers to General Timberlake which states that "The army has requested that we strafe all civilian refugee parties" and recommends that "a policy be established whereby Fifth Air Force aircraft will not attack civilian refugees, unless they are definitely known to contain North Korean soldiers or commit hostile acts."

Associated Press Annotation:

"THE AIR FORCE HAS A POLICY OF STRAFING REFUGEES.

A memo from Col. Turner C. Rogers, U.S. Fifth Air Force deputy for operations and intelligence, notes in paragraphs 3 and 4 that Air Force planes are strafing refugees approaching U.S. positions, complying with an Army request. The memo was written on July 25, 1950, one day before the refugees were strafed at No Gun Ri. (The Pentagon's 2001 investigative report omitted the crucial paragraph 4 from its description of this memo.)"
